If you have tried manual activation, you've probably got an license file downloaded to your machine. Very occasionally that gets an XML file extension added to it by your browser, which knows it's an XML file. That can stop the Unity editor from seeing it when you go to the folder you downloaded it to. If that is the case just take off the XML file extension.
